Many facilities depend on revenue from telecommunications to operate their facility. In addition, many states mandate that revenue from telecommunications is placed into an inmate welfare fund to be used to benefit the inmate. Because of this, any fraudulent activity that affects this source of revenue can have a major impact on a facility's operations and the welfare of the inmates.
